This is the famous Arduino compatible board that based on STM32F103C8T6 ARM Microcontroller. STM32F103C8T6 is ARM Cortex-M3 core from STMicrcoelectronics. This board is often called the Blue Pill (Matrix reference).
With the 32-bit ARM CPU, it can easily beat Arduino UNO in performance and has the ability to perform parallel processes. As an added bonus, you can easily program this board using your Arduino IDE.
You will need a USB microB cable to power this board and USB to Serial (UART) Converter to load it.
